CCTV Video Recording Analysis and Photo Comparison for Person Identification

In forensic informatics, video recording analysis includes examining video recordings/security camera recordings (CCTV) as evidence by public prosecutors, courts, administrative investigation authorities (Inspection Boards, Internal Audit Units, Legal Consultancies), and other individuals (lawyers, suspects, complainants, and their representatives related to the case). These video recordings can be obtained from security cameras (CCTV) in workplaces, as well as from public city security management systems (such as MOBESE/KGYS/PTS) and, in special cases, from individuals’ mobile phones or video cameras.

Forensic video recording analysis involves examining these recordings with special programs and software codes to serve as evidence for the relevant judicial or administrative authority. Initially, the device or image containing the recordings, which can be used as evidence in court by the judicial or administrative units, is delivered to forensic informatics experts/engineers. The experts prepare the case scenario by examining these evidences and the case file.

How are image examinations and reports conducted?
  1. Image Enhancement: If the photos or video recordings taken during the incident are dark, they are enhanced to a viewable state in our laboratory using the latest technology devices and programs by adjusting brightness, sharpness, and contrast, and any possible noise is cleaned.
  2. Image Verification: After the image enhancement process, the authenticity of the images is verified to determine whether they are real or fake.
  3. Steganography Examination: Any hidden data within the images is uncovered.
  4. Image Comparison: The comparison of the person/object in the questioned images with the requested person/object is conducted by comparing multiple images as requested by public prosecutors, courts, administrative investigation authorities (Inspection Boards, Internal Audit Units, Legal Consultancies), and other individuals (lawyers, suspects, complainants, and their representatives related to the case).
  5. Report Preparation : An expert opinion/report is prepared for the examined image to be used in judicial and administrative units following the Code of Criminal Procedure and the Code of Civil Procedure. This report, organized by Forensic Defence Experts, is valid in judicial and administrative authorities and even in international legal norms. Technical examinations are conducted to determine whether there are any additions or deletions in video images or photos aimed at disrupting the integrity of the meaning. These examinations can be done either software-based or manually, depending on the state of the data. If any manipulation is detected on the data as a result of these examinations, the results of the expert examination are synthesized with the improved data and other remaining issues and reported to the relevant units.
